This page covers the middle of the city between US 41 (Cleveland Avenue) and I-75, north of Colonial Boulevard and south of the Dr. MLK Jr. Boulevard redevelopment area. The city has no single plan name for it. We use Winkler Avenue, which crosses it from west to east and which the city names twice: in its Winkler Avenue zoning overlay, for property fronting Winkler Avenue east of Metro Parkway, and in the Winkler Safe Neighborhood Improvement District Plan, one of the neighborhood plans the comprehensive plan lists.

Where it is
The edges are US 41 on the west, I-75 on the east and Colonial Boulevard on the south. To the north are Midtown and the Dunbar redevelopment area, whose southern line is Canal Street. Inside it:
- Edison Mall, 4125 Cleveland Ave., in the southwest corner.
- The city’s Eastwood Golf Course, 3380 Ortiz Ave., about 284 acres in the city’s parks data, near the east edge.
- Two developments of regional impact on the city’s map, Colonial Properties and Metro Park, both north of Colonial Boulevard, with about 2,800 of the area’s homes between them.
- Winkler Avenue, Fowler Street, Evans Avenue, Metro Parkway and Ortiz Avenue as the main roads. Property along Cleveland Avenue falls under the city’s Cleveland Avenue overlay.
